K. Marshall Cook

Marshall Cook is a dealmaker. He has represented the interests of physicians and other health care providers exclusively since 1993. His experience in the organization, management and operation of Virginia’s only statewide Independent Practice Association (IPA), as well as the negotiation of a joint venture HMO with the nation’s second largest health care company and current managed care contract negotiations on behalf of some of Virginia’s largest physician groups, provide him not only with the most current skills in health law, but also with practical, operational knowledge of the practices of health care professionals and insurers alike.

In 2003, Mr. Cook authored a handbook titled “Managed Care Contract Negotiation: A Discussion of Virginia Law, Contract Terms and Negotiating Tips,” described by the President of the Virginia Academy of Family Physicians as “a stellar synopsis of managed care contracting and negotiating techniques.” He regularly lectures at meetings of state, local and specialty medical societies. Mr. Cook brings significant contract negotiation, business and governmental expertise to his clients:

  • Now serves as General Counsel for the Virginia Academy of Family Physicians, Virginia’s largest specialty medical society, representing more than 2,500 family physicians practicing in Virginia.
  • Now serves as General Counsel to the Virginia Chiropractic Association, Virginia’s largest chiropractic trade association.
  • Assisted in the negotiation, final agreement and financing of a multispecialty medical group disassociation from a physician practice management company.
  • Organized and served as Chief Operating Officer of Virginia’s only statewide IPA with 6,000+ contracted physicians.
  • Served as General Counsel of the Medical Society of Virginia, performing all legal work for Virginia’s only statewide physician trade association, as well as the society’s for-profit subsidiary and non-profit foundation.
  • Served as Deputy Attorney General of Virginia from 1990-93, supervising one of four legal divisions of the Office of the Attorney General of Virginia, seven Senior Assistant Attorneys General, and 18 Assistant Attorneys General.

His peers named Marshall among Virginia’s “Legal Elite” in health law each year in Virginia Business magazine. He also regularly is named a Virginia “Super Lawyer” in health law by Richmond Magazine. A Phi Beta Kappa graduate of the University of Richmond, he received his law degree from Richmond’s T.C. Williams School of Law, where he was a Williams Law Scholar. He is a member of the Virginia and American Bar Associations, The American Health Lawyers Association, and has served on the Board of Governors of the Health Law Section of the Virginia State Bar.
